White Certificates in Australia

An article on white certificates in Australia by EFA Managing Director, Dr David Crossley, was published in the January 2009 edition of the newsletter of the International Energy Agency Demand Side Management Programme.
In Australia, there are currently two white certificate schemes in operation or planned:
• the Greenhouse Gas Reduction Scheme (GGAS) in the State of New South Wales (NSW) and the Australian Capital Territory (ACT); and
• the Victorian Energy Efficiency Target scheme (VEET) in the State of Victoria.
In the State of South Australia, an energy efficiency target scheme without certificates, the Residential Energy Efficiency Scheme (REES), commenced on 1 January 2009. At the national level, the Commonwealth (federal) government is planning to introduce a nationwide emissions trading scheme (ETS) in 2010.
