Energy Futures Australia was founded in 1996 by our Managing Director, Dr David Crossley. We are a small, highly focussed consultancy company specialising in providing analysis, advice and project management services in relation to:
- sustainable energy policy and programs, including energy efficiency, demand side management, renewable energy and abatement of greenhouse gas emissions;
- energy policy and planning across all energy forms, with an emphasis on climate change and greenhouse issues;
- energy industry restructuring and reform across the diversity of evolving energy markets.
Since 1996, we have completed more than 60
projects and over 120
publications for a broad range of clients in Australia and internationally, including governments, regulators, energy companies, industry associations and NGOs.

Best Practices in Designing and Implementing Energy Efficiency Obligation Schemes
Client: The Regulatory Assistance Project
An energy efficiency obligation (EEO) is a regulatory mechanism that requires obligated parties to meet quantitative energy saving targets by delivering or procuring eligible energy savings produced by implementing approved end-use energy efficiency measures. Managed the preparation of a report that includes detailed case studies of 19 EEO schemes implemented in a range of jurisdictions around the world. A table in the Appendix summarises and compares key design parameters among the schemes. The table and the case studies themselves demonstrate that there are many different ways to design and implement EEO schemes. Through a comparative analysis of the information in the case studies, the report identifies best practices in designing and implementing an EEO scheme. Adopting these best practices in designing and implementing new schemes, and updating existing ones, should improve the effectiveness of EEO schemes in delivering cost-effective energy efficiency. Project completed in 2012.
